<p class="textBodyBlack">Perhaps no other place in America outside Detroit has more at stake in the debate over whether to bail out the auto industry than National City, Calif., sandwiched between San Diego and the Mexican border.</p>
<p class="textBodyBlack">National City is home to the Mile of Cars, one of the world's first auto malls. More than a century after the first dealer set up shop, 21 auto dealerships squeeze along a single mile of the main drag of the city.</p>
<p class="textBodyBlack">To a big extent, National City's fortunes are intertwined with those of the Big Three Detroit automakers, whose chief executives are asking Congress to approve $34 billion in government loans to help them survive the worst auto sales in a quarter-century.</p>
<p class="textBodyBlack">Sales taxes on automobiles alone generate almost $5 million a year for the city of 60,000, while a special property tax assessment on the Mile of Cars brings in $3 million more. Add in other taxes and fees on dealerships and supporting businesses like parts suppliers, and the Mile of Cars pumps in nearly a fifth the city's general revenue.</p>
<p class="textBodyBlack">"The future is uncertain," the 2008-09 budget warns. "... Since we are sales tax dependent, we are impacted by regional, state and federal economic trends." </p>
<p class="textBodyBlack">In National City, those trends are terrible as, month after month, the Big Three report sales drops of up to 47 percent. </p>
<p class="textBodyBlack">"This dealership has been here 60 years, and we've never dealt with anything that we're going through now," said Mike Palomata, general sales manager at McCune Chrysler-Jeep. The dealership recently laid off 50 employees, about a tenth of its workforce.</p>
<p class="textBodyBlack">For now, National City is keeping its head above water, thanks to the massive San Diego Naval Shipyard, part of which spills over from San Diego. But Mayor Ron Morrison said the problems in the auto sector "are more than ripples. These could be more like tidal waves."</p>
<p class="textBodyBlack"><strong>'Real serious real fast'<br /></strong>Auto dealers across the country, like those along the Mile of Cars, say that in the auto crisis, they are where the rubber meets the road.</p>
<p class="textBodyBlack">
<p class="textBodyBlack">"This is different than anything I've ever seen in 48 years of being in the car business, when the public just decides all at once that there's no reason on Earth that they need to go out and buy a car," said Les Donovan, owner of Donovan Auto and Truck Center in Wichita, Kan. "It gets real serious real fast." </p>
<p class="textBodyBlack">At You Me Affordable Automotive in Orlando, Fla., owner Sal Fusco spends part of every day taking phone calls from old friends looking for jobs. They had worked for Bill Heard Enterprises of Columbus, Ga., which was the nation's largest Chevrolet dealership with $2 billion in annual sales before it declared bankruptcy and closed all of its 14 massive showrooms from Florida to Arizona in September. Overnight, 2,700 jobs disappeared.</p>
<p class="textBodyBlack">"They're friends, they're colleagues, and they're out of work," Fusco said. "I can't tell you how many calls, and I'm not in a position to hire any more people right now."</p>
<p class="textBodyBlack">
<p class="textBodyBlack"><strong>Plenty of customers, but few can get loans<br /></strong>It's not that there aren't interested buyers -- dealers say traffic to their showrooms has remained steady. </p>
<p class="textBodyBlack">And it's not that the manufacturers can't supply the cars -- just the opposite. At Youngblood Nissan-Chrysler-Kia in Springfield, Mo., for example, unsold cars are piling up on the lot so fast that sales manager Richard James has extended the usual 60-day inventory cycle to 100 days.</p>
<p class="textBodyBlack">"The manufacturers are all just stuck with the inventory, which is costing money, and they have to lay the people off, because they can't build more vehicles, because we're not selling more vehicles," James said.</p>
<p class="textBodyBlack">
<p class="textBodyBlack">The immediate problem is the same drying up of credit that brought the financial services industry to its knees. It hits manufacturer, dealer and buyer alike, creating a cycle in which dealers can't get credit to buy inventory from the manufacturers and the manufacturers can't get credit to buy supplies and reimburse dealers for sales incentives, all because the consumer can't get credit to buy a car in the first place.</p>
<p class="textBodyBlack">When General Motors announced last month that it would delay by two weeks its scheduled payments to reimburse dealers for rebates and other sales incentives, it had a ripple effect that was felt in the wallet of every consumer who was thinking about buying a GM car or truck.</p>
<p class="textBodyBlack">That's because an auto dealer makes only about 5 percent gross profit on the average sale. Sixty percent of that -- 3 of those 5 percentage points -- isn't realized until the end of the financial quarter, when deals with manufacturers, shippers and numerous other middlemen are reconciled. Until then, that cash flow has to be financed to pay the day-to-day bills, said Ed Williamson, owner of 11 General Motors franchises in the Miami area.</p>
<p class="textBodyBlack">That means dealers need credit, which is backed up by sales. But because of the overall credit shortage, buyers often can't get auto loans, meaning sales are drying up.</p>
<p class="textBodyBlack">Lenders traditionally have worked with buyers who have less-than-premium credit ratings, but no more. Now, unless their credit ratings are at least 750, 25 points above the national median, buyers are often frozen out.</p>
<p class="textBodyBlack">"We're probably losing at least 20 percent of our sales because we can't get anybody financed that's got a credit score of 650," Williamson said.</p>
<p class="textBodyBlack">
<p class="textBodyBlack">
<p class="textBodyBlack"><strong>Buying time for $34 billion<br /></strong>The hope is that if the government steps in with $34 billion to help the automakers, demands on dealers will lessen, allowing them to offer better deals.</p>
<p class="textBodyBlack">"Maybe with some of the [money], we can make the car more affordable so the credit that is available can help us put people in more cars," said Scott Adams, president of three Toyota and Chevrolet dealerships in Kansas City, Mo.</p>
<p class="textBodyBlack">Rex Gingrich, a Chrysler dealer in Kokomo, Ind., said: "We don't look at it as a bailout. We look at it as a loan."</p>
<p class="textBodyBlack">Dealers acknowledge that it's hard to make the public see why it would be a good thing to divert tens of billions of taxpayers' dollars to the Big Three.</p>
<p class="textBodyBlack">It's true that the automakers are inefficient behemoths, offering too many models of cars, said Kirk Stump, president of Dale Jarrett Ford in Charlotte, N.C. At the same time, he said, the government aid would buy time for the automakers to get back on their feet.</p>
<p class="textBodyBlack">Under no circumstances, said Stump and numerous other dealers, should any of the Big Three be allowed to declare bankruptcy, which they said would destroy consumer confidence in the entire U.S. auto industry.</p>
<p class="textBodyBlack">O.C. Welch, owner of O.C. Welch Ford-Lincoln-Mercury in Savannah, Ga., said it still wasn't clear to him how a bailout would lead directly to increased sales. But "if GM or Ford files bankruptcy, I don't know who would buy a car from a bankrupt manufacturer."</p>
<p class="textBodyBlack">Williamson, the GM dealer in Miami, shook his head and said, "Ooh," when asked about the impact if one of the Big Three went into bankruptcy.</p>
<p class="textBodyBlack">"They've done the research to see what the buyer's attitude would be about buying an automobile from a company that's in bankruptcy. That's not a very pretty picture," he said. "So anything to keep them out of bankruptcy is a good thing."</p>
<p class="textBodyBlack"><strong>Propping up a rock of the economy<br /></strong>A bailout might seem like throwing good money after bad, but the auto industry is so deeply embedded in the American economy that there there's no real alternative, dealers and economists said.</p>
<p class="textBodyBlack">Including extended sectors like parts companies and repair businesses, the Big Three account for about 3 million U.S. jobs, retirement and health benefits for millions more and a big chunk of tax revenue. So the demise of one or more would have a devastating effect on local economies everywhere.</p>
<p class="textBodyBlack">"You can't just let one go under," said Ronnie J. Phillips, an economics professor at Colorado State University. "You could start to see unemployment rates like we have not seen since the Great Depression."</p>
<p class="textBodyBlack">Malcolm Harris, an economics professor at Friends University in Wichita, said: "If you have a half a million or a million people out of work, with retail sales in real terms already down 5 percent over a year ago, you're taking what's becoming a significant recession and making it a lot nastier."</p>
<p class="textBodyBlack">Then there's the carry-on effect.</p>
<p class="textBodyBlack">"It's getting kind of scary," said Jim Florian, who manufactures auto parts for Quality Mold &amp; Engineering in Baroda, Mich. "If they file bankruptcy, we're all in trouble."</p>
<p class="textBodyBlack">Stump, the North Carolina Ford dealer, asked: "If we shut down, what does that do to the restaurants that are nearby? What does that do to the mortgage companies? What does that do to the housing industry?"</p>
<p class="textBodyBlack">"This is big-stakes stuff," said Craig Bickmore, executive director of New Car Dealers of Utah, an industry trade group. "It's a big impact here."</p>

            <title>More Bill Heard - Sugarland Texas Store Open</title>
            <description><![CDATA[<p>Bill Heard dealerships closing, but Sugar Land site open By DAVID KAPLAN</p>
<p>Bill Heard Enterprises said in a news release Wednesday it was closing its 13 dealerships nationwide, but one of its two locations in the Houston area remained open.</p>
<p>Bill Heard Chevrolet in Sugar Land was selling vehicles into the night and will stay in business, said Linda Patterson, operations manager for the dealership at 13115 Southwest Freeway. She did not give further details to the Chronicle.</p>
<p>However, Landmark Chevrolet at 9111 North Freeway was closed until further notice, according to a receptionist answering the phone there.</p>
<p>No managers were available.</p>
<p>Last year, Landmark was ranked seventh in area vehicle sales by InfoNation, a Houston auto market report, and Bill Heard Chevrolet was eighth. They were the top two Chevy dealers.</p>
<p>Bill Heard Enterprises has been the nation's single largest chain of Chevy dealerships, said Terry Rhadigan, a spokesman for the General Motors brand.</p>
<p>In a written statement, Bill Heard Enterprises attributed the closings to rising fuel prices, an inventory too focused on heavy trucks and SUVs and the U.S. economic slowdown.</p>
<p>The parent company, whose officials were not available for comment, has had other challenges.</p>
<p>"About a month ago, there was an issue with GM and Bill Heard where some of their stores lost their line of credit with GMAC," Rhadigan said.</p>
<p>Warranties from closed locations will be honored at other Chevrolet dealerships, Rhadigan said.</p>
<p>Steve McDowell, owner of InfoNation, said he hadn't seen anything unusual about the local dealers' sales figures lately, "other than they're down like everybody else."</p>
<p>Through August, Landmark saw a 25 percent drop compared to the same period in 2007, according to TexAuto Facts Report, published by InfoNation.</p>
<p>Bill Heard's year-to-date sales through August saw a 26 percent drop compared with the same period last year.</p>
<p>A family-owned company, Bill Heard Enterprises was founded in 1919. The company was ranked 13th among U.S. auto dealership groups according to Automotive News, with 2007 revenue of $2.1 billion.</p>

            <title>Bill Heard Las Vegas Closes Doors</title>

<p>One of the largest car dealerships in the nation has become the latest casualty of the economy. Bill Heard Enterprises closed all of its dealerships nationwide Wednesday. That includes two in Las Vegas: Bill Heard Chevrolet and Vista Chevrolet in northwest part of the city. </p>
<p>At noon Wednesday, without warning, the general manager walked on to the showroom floor and told employees to lock up. They were closing. </p>
<p>The general manager would not comment on the situation, but the main office in Atlanta, Georgia released a statement. It says Bill Heard closed all 13 of its dealerships across the nation, putting 2,700 people out of work. </p>

<p>The statement blames Chevrolet for offering mostly heavy trucks and sport utility vehicles which guzzle gas. It goes on to say rising gas prices, the bad economy, and crisis in the banking and financial markets pushed the company to close. However, reports out of Tampa and Arizona say GMAC pulled financing to the dealership.</p>
<p>Former employees say they did not get any severance or pay checks. They were just told to leave. </p>
<p>"You are sitting there working and someone tells you we are closing the doors, wrap everything up. It's a shock," said former fleet manager Cliff Toosley. "We heard rumors they were closing. They closed the Scottsdale store about two weeks ago. They told all of us that we were ok -- everything is fine. They gave us the pep talk."</p>
<p>Obviously, it was not ok. Toosley has a mortgage and says he will try to keep a positive attitude. He called some contacts at other dealerships and has a meeting set up for a new job.</p>
<p>The spokesman for the company says they have not made a decision on what to do with the new cars on the lot. </p>
<p>All of the cars in the service department were towed and delivered back to the customers. </p>
<p>People are still showing up to buy cars and try to get service, but they are being turned away.</p></font>]]></description>

<p>Auto dealer <a href="http://www.bizjournals.com/orlando/gen/Bill_Heard%20Enterprises%20Inc_C41167FF420043D7B48293618464D91B.html" jquery1222299029906="6"><strong><font color="#000000">Bill Heard Enterprises Inc.</font></strong></a> will shutter its 13 stores on Friday, the Columbus [Ga.] Ledger-Enquirer reported Sept. 24.</p>
<p>The shutdown includes Bill Heard Chevrolet in Sanford.</p>
<p>The company began in Columbus in 1919, founded by W.T. Heard Sr. It developed into the country's biggest Chevrolet dealer for years and runs dealerships in Georgia, Alabama, Florida, Tennessee, Texas and Nevada.</p>
<p>But the souring economy brought less demand for new cars and GMAC recently eliminated Bill Heard's credit for inventory, the paper noted. In July 2007, Bill Heard also faced a $50 million deceptive advertising lawsuit and was bombarded with a litany of complaints from consumers in the states where it operated.</p>
<p>It closed a store in Arizona earlier in September.</p>
<p>According to its Web site, Bill Heard sells "around $2.5 billion" a year and employs more than 3,500.</p>

            <title>Hurricane Ike UPDATE - US Postal Service UPDATE</title>
            <description><![CDATA[<p>Well, no need to update you on the destruction that took place, but here is an update from the US Postal Service about postal service in the Houston/Galveston areas as of this morning.&nbsp; Had mail drop last week and need to know if it is going to be in home?&nbsp; Have mail dropping this week?&nbsp; Check this out:</p>
<p><strong>September 14, 2008 3 p.m. ET</strong></p>
<p>Please Note: The Postal Service is moving generators to facilities that have no power to expedite mail processing and distribution. In locations where roads are impassable or unsafe for travel, mail delivery services may be temporarily curtailed until normal conditions are restored. Those few customers who are unable to receive mail delivery may pick up their mail at their local delivery Post Office. Update follows:</p>
<p><strong>TEXAS</strong></p>
<p>Post Offices in the Victoria and Corpus Christi areas (ZIP Codes 779 and 783, respectively) will resume services no later than Monday morning. There may be a few, isolated places where standing water or roads closed by local officials may cause mail to be curtailed until road conditions return to normal. All post offices are open, so customers can pick up mail there if road conditions prohibit delivery.</p>
<p>Galveston - 2 offices without power. Road to island closed, facility status unknown.</p>
<p>Post Offices in the city of Houston (ZIP Code area 770) are set to reopen on Monday, with the exception of Nassau Bay Station and Albert Thomas Station, where mandatory evacuation orders remain in effect.</p>
<p>Retail Post Office lobby services will be available at Post Offices in Houston on Monday, except at Nassau Bay (77058) and Albert Thomas (77059 and 77062) stations.</p>
<p>Mail delivery will resume in the city of Houston on Monday where local conditions permit, except for ZIP Codes 77058 and 77059.</p>
<p>All operations in the greater Bryan area (ZIP Code area 778) are operating normally, and the Processing &amp; Distribution Facility is processing mail today.</p>
<p>All Post Offices and Postal Service operations in the surrounding areas outside the city of Houston (ZIP Code areas 773, 774, 775, 776, 777), encompassing the greater Houston, Beaumont, Bay City, Freeport, and Galveston areas, will resume operations, provided any mandatory evacuation order has been lifted.</p>
<p><strong>LOUISIANA</strong></p>
<p>Many areas in Calcasieu, Cameron, Beauregard, Allen, Iberia, Jeff Davis, St.Mary, St. Charles, St. John, St. James, Jefferson, Lafourche, Plaquemines, Vermillion and St. Bernard Parishes are still experiencing flooding along waterways, as well as low-lying areas.</p>
<p>West Lake, Vinton and Sulphur Post Offices are open with limited service, operating on generator power until electricity restored by local utility companies.</p>
<p>Delcambre and Avery Island Post Offices (705 ZIP Code area) are inaccessible due to flood waters. Dulac, Montegut, Barataria, Grand Isle and Lafitte Post Offices are inaccessible due to flooding.</p>
<p>Hackberry and Cameron Post Offices are inaccessible due to flood waters. Efforts are underway to establish a temporary post office, and residents of Hackberry and Cameron can pick up their mail at Lake Charles Drew Station.</p>
<p>Lake Charles is without power but generators will allow limited service on Monday, September 15, 2008.</p>]]></description>

            <description><![CDATA[<p>Think Gustav was fun?&nbsp;While&nbsp;Tropical Storm&nbsp;Hanna looks like it will head further north and retain Tropical Storm wind speeds,&nbsp;Ike is already a Category 3 Hurricane and is making a beeline for the Florida coast.&nbsp; Those mail companies and dealers using printers and fullfillment houses in Florida need to pay attention.&nbsp; In addition to blatant destruction of property due to wind and and flood waters, electricity outages for long periods of time could disrupt direct mail campaigns for weeks.Currently most Florida mail houses are not too concerned....they have seen this before and most have taken the necessary precautions to be able to maintain operations during a storm.&nbsp; Just a word to the wise....plan ahead and pay attention to the weather!&nbsp; <a href="http://www.msnbc.msn.com/id/26295161/">http://www.msnbc.msn.com/id/26295161/</a></p>

            <description><![CDATA[<p>While Hurricane Hanna's final path and landfall are still being determined there is a very good chance that she will definitely impact automotive direct mail movement and delivery along the path of the storm, Florida, Georgia and North and South Carolina.&nbsp; At this time the potential disruption is largely uknown, such is the way of hurricane planning, but if you are dropping mail this week or next you should be considering dropping early or delaying any saturation mail.&nbsp; You should also consider increasing the postage on your mail to priority or first class to insure that it moves out of the way of the storm and any USPS delays as quickly as possible.&nbsp; Customers should also be notified of the potential delay in their mail reaching the intended audience and should review planned sale dates.</p>
